Preamble#
The Cosmic Government does not equate birthplace, residence, territory, or effective control by armed force with spiritual belonging or institutional legitimacy.
We unbundle currency, credentials, administrative services, political participation, culture, and legal jurisdiction from the embrace of the nation-state, transforming them into a system that can be selected, compared, verified, and exited. Space Law is not a collection of commands to achieve this, but a revisable set of norms to reduce coercion and clarify the conditions for our collaboration.
Article 1: Freedom of Belonging#
No one shall be coerced into spiritual loyalty or exclusive belonging on the basis of their birthplace, residence, or legal nationality. Cosmic Citizens may concurrently hold other cultural, regional, or spiritual affiliations, and they may withdraw at any time.
- Purpose: To return the nationality of the mind to self-determination.
- Prohibited Abuses: Disguising public nationality or identity, forcing others to join, or obstructing withdrawal.
- Verification: Joining and withdrawing must be completed solely by the individual's will, free from disadvantageous conditions.
Article 2: Non-Territoriality#
The Cosmic Government does not base its legitimacy on the occupation of land, declarations of territorial sovereignty, or the maintenance of borders by armed force.
- Purpose: To separate governance from the monopoly of land.
- Prohibited Abuses: Trespassing on private property, disregarding land rights, or calling for the seizure of territory.
- Verification: Participation in the Cosmic Government must not require residence, real estate ownership, or migration.
Article 3: Minimal Coercion#
Coercion is strictly limited to instances where it is necessary to prevent specific and severe harm to others, and only when less intrusive means are insufficient. Abstract discomfort, disobedience to authority, or inconsistency with customs do not constitute grounds for coercion.
- Purpose: To prevent convenience or majority preference from becoming the basis for coercion.
- Prohibited Abuses: Justifying coercion solely with words like "safety," "public," or "order."
- Verification: Every proposal must explicitly state the harm, target, causality, necessity, and alternative measures.
Article 4: Functional Separation and Currency Choice#
Currency, payments, credentials, education, welfare, insurance, authentication, dispute resolution, and information provision shall not be bundled with membership in, or loyalty to, a single organization. Univgov implements the native cosmic currency "UNI," unconditionally allocating an initial basic dividend of 1,000,000 UNI to all citizens. UNI circulates freely under a floating exchange rate, and its interoperability with Bitcoin and full EXIT rights are strictly guaranteed.
- Purpose: To prevent reproducing state monopolies and eliminate initial economic participation barriers.
- Prohibited Abuses: Forcing compliance with unrelated rules, payments, or mandatory specific currency usage.
- Verification: Each service and currency module must allow independent participation, refusal, exchange, and EXIT.
Article 5: Minimization of Collective Decision-Making#
Before making collective decisions, we will examine whether individuals can choose separately. We update our understanding of facts through evidence, and we handle differences in values by allowing concurrent options whenever possible. Majority rule is restricted to indivisible residual issues, such as common resources.
- Purpose: To avoid a culture where everything is decided by a vote.
- Prohibited Abuses: Using majority status as a basis for factual correctness or imposing unlimited burdens on the minority.
- Verification: Proposals must include a reason why "individual choice cannot solve this."
Article 6: Verifiability#
Systems, rules, and collaborative projects shall publicly disclose their purpose, target, costs, expected effects, alternatives, measurement methods, and failure conditions.
- Purpose: To abolish the notion that "it is right because it was decided."
- Prohibited Abuses: Treating unmeasurable value as zero, or retroactively selecting only convenient metrics.
- Verification: Evaluation criteria must be recorded prior to commencement, and the scope of results and raw data must be published.
Article 7: Disclosure of Conflicts of Interest#
Those involved in proposing, evaluating, ordering, or authenticating must disclose significant interests, including money, employment, relatives, organizations, status, and other key affiliations.
- Purpose: To ensure self-interest is not hidden behind the appearance of authority or goodwill.
- Prohibited Abuses: Silencing speech solely because a conflict of interest exists, or using public information for harassment.
- Verification: Decision records must include an interest declaration field, with a re-evaluation procedure if undeclared interests are discovered.
Article 8: Exit and Portability#
Participants can exit services or communities with reasonable notice. Records created by the individual—including data, evaluations, credentials, and balances—can be exported, provided this does not violate laws, safety, or third-party rights.
- Purpose: To prevent the creation of inescapable communities.
- Prohibited Abuses: Retaliation for leaving, excessive cancellation barriers, taking data hostage, or exporting third-party information.
- Verification: Methods for exit and data migration must be clearly presented at the time of joining.
Article 9: Expiration and Reversibility#
New rules and collaborative projects will, in principle, have a review date or an expiration date. Continuation is re-authorized based on effect and necessity, not merely on the fact of their existence.
- Purpose: To prevent systems from becoming permanent solely due to inertia and the interests of those involved.
- Prohibited Abuses: Automatic extension without verification, or initiating irreversible large-scale implementations as a first step.
- Verification: All rules must display their status, review date, reasons for continuation, and conditions for abolition.
Article 10: Public Revision and Forking#
Changes to Space Law shall be made by publishing the proposer, reason for change, rationale, dissenting opinions, and the differences. If major disagreements cannot be resolved, the same rule shall not be forced upon others; instead, a compatible alternative version may be forked.
- Purpose: To ensure the law does not become the property of those in power, and to enable revision and exit.
- Prohibited Abuses: Deleting history, making closed-door changes, retaliating against dissenters, or impersonating using the same name.
- Verification: The differences, proposals, discussions, and reasons for adoption/rejection for all versions must be viewable via Git or similar tools.
Revision Rules#
Proposals to change Space Law must include the following:
- The article to be changed and the diff
- The problem to be solved
- The people affected
- The rationale and counter-arguments
- The scope in which coercion increases or decreases
- Alternatives
- Verification metrics
- Review date or expiration date
The adoption of a proposal is not decided solely by the number of votes. We will first consider if the scope of the article can be separated, if multiple versions can coexist, or if reversibility can be maintained through a trial run.
