In a Single Sentence#

The Universal Government is a non-territorial civic project that questions the inevitability of bundling address, legal jurisdiction, currency, qualifications, administrative services, political participation, culture, and spiritual belonging into a single nation-state, aiming to unbundle them into systems that can be selected, verified, and exited.

This is not a vision of "becoming the new ruler of a territorial state." It is a framework that steps away from the model of nations fighting over land, transforming the functions historically monopolized by the state into protocols.

Core Philosophy#

1. Legal Obedience is Distinct from Spiritual Belonging#

Individuals cannot simply ignore law enforcement in their current location. However, compelling behavior through coercive force is fundamentally different from demanding spiritual loyalty and belonging.

Because they will face real-world consequences like arrest, fines, or asset seizure, Universal Citizens will comply with current laws. But this compliance does not equal respect, loyalty, or acknowledgment of the state's legitimacy. The Universal Government will criticize, satirize, and mock unnecessary coercion, inefficient systems, and vested-interest spending by presenting hard evidence.

You cannot choose your land, but you can choose your belonging.

Obedience can be forced, but belonging cannot be coerced.

A Universal Citizen is not a status meant to forge or renounce legal Japanese nationality. It is an optional "nationality of the mind" that refuses to equate birthplace with loyalty to a governing apparatus.

2. Effective Control is Not Proof of Legitimacy#

The state can enforce laws because it wields coercive power: police, courts, taxation, and the military. However, the fact that you can be "made to obey" does not logically prove that the policy is "morally right," "effective," or "cost-efficient."

The same applies to being chosen through elections. While elections are a technology for the peaceful transition of power, they are not mechanisms that prove the effectiveness of individual policies or the validity of public spending.

3. The Problem is the State's Massive Bundling#

The current state bundles functions together that should inherently be separate.

The Universal Government's target is not merely an emotional "dislike of the country." It is the structure generated by this bundling—one that makes selection, exit, comparison, and verification impossible.

Of course, "unbundling functions" is not an end in itself. In areas like initial disaster response, counter-measures for unknown infectious diseases, or universal safety nets, the speed and overall cost reduction achieved by centralized integration are undeniable. In such fields, it will likely be cheaper for society to maintain an integrated system while cleverly building "verification" and "exit" mechanisms inside it. What the Universal Government values is not a dogmatic "everything must be unbundled at all costs," but a pragmatic assessment of whether the harms of a state monopoly outweigh the effort and costs of separation.

The Seven Principles#

1. Choice of Belonging: A nationality of the mind is free from birthplace or address; multiple affiliations or none at all are recognized.
2. Non-Territoriality: Land ownership and military control are not accepted as grounds for legitimacy.
3. Minimal Coercion: The scope of coercion will not be expanded, except when strictly necessary to prevent concrete harm to others.
4. Functional Unbundling: Currency, qualifications, welfare, education, authentication, and dispute resolution must not be bundled into a single government.
5. Verifiability: Systems must publicly disclose their purpose, costs, effects, alternatives, and failure conditions.
6. Exitability: Communities and services must be designed not just for entry, but for exit and switching.
7. Reversibility: Rather than making massive, rigid decisions, we test small, set deadlines, and ensure changes can be rolled back if they fail.

What the Universal Government Builds#

Nationality of the Mind: The Universal Citizen Declaration#

A declaration anyone can claim voluntarily, compatible with other nationalities, regional attachments, and cultural affiliations. If we create a Universal Citizen ID, it will not be a substitute for public ID, but an optional membership card proving the individual's declaration and activity history.

Universal Law: Norms Revised via Git#

Universal Law is not an eternal command handed down by important people. Every proposal will include:

• The problem to be solved
• The target audience and those affected
• Evidence and counter-evidence
• The scope where coercion is applied
• Alternatives
• Verification metrics
• Expiration date and conditions for abolition
• Revision history

Majority rule is treated as the absolute last resort. First, the scope requiring collective decision-making is shrunk; factual recognition is updated by data; and what can be chosen individually is returned to the individual.

Universal Qualifications: Proof of Capability, Not Authority#

Instead of monopolizing entry with a single state qualification, multiple issuers and verifiers compete to establish trust through project outcomes, work histories, third-party evaluations, and renewal dates. Technological candidates include W3C Verifiable Credentials, which can separate the issuer, the holder, and the verifier.

Cosmic Currency (UNI): Decoupling Currency from the State & Initial Basic Dividend#

To escape state currency monopolies and central bank seigniorage (inflationary taxation), Univgov implements a non-state currency protocol.

• Native Cosmic Currency "UNI": The native unit of value and modular settlement mechanism of Univgov.
• Unconditional Initial Grant ($10^6\text{ UNI}$): Every citizen who registers and declares cosmic citizenship automatically receives 1,000,000 UNI ($10^6\text{ UNI}$) as an initial basic dividend. This removes economic entry barriers and enables instant P2P tipping, commerce, and mutual aid.
• Intuitive Scale & Floating Exchange Rate: The intuitive cognitive scale mirrors the Japanese Yen (JPY) order of magnitude (e.g. ~400 UNI for a coffee, ~1,500 UNI for a book), but it is not a fixed peg. The valuation floats organically based on supply, demand, P2P consensus, and exchange with external assets.
• Crypto Asset Interoperability: Operates seamlessly alongside Bitcoin and the Lightning Network for robust wealth preservation and multi-currency life defense outside state jurisdiction.

Policy Evaluation Protocol#

We refuse to let policies end with "because an important person decided it." We distill them into a single framework:

1. What will be improved?
2. Who gains the benefit, and who bears the cost and risk?
3. What has changed compared to doing nothing?
4. Is it more cost-effective than the alternatives?
5. When, and under what conditions, will it be scaled down or abolished?

*The Agency to Destroy the Welfare Village* is positioned as an experimental department applying these principles to the specific domain of disability welfare.

What the Universal Government Will Not Do#

• We will not persecute individuals based solely on their profession, family, or attributes.
• We will not treat Bitcoin, AI, or blockchain as magic solutions that automatically produce the right answer on their own.
• We will not make "science" our new word of absolute authority. The selection of metrics, measurement errors, distribution, and value judgments will also be made public.

Short Answers to Counterarguments#

"If you don't like it, leave the country."#

A system where you cannot choose your belonging without the funds or health to emigrate is fundamentally flawed. Even if you cannot move from a piece of land, you can choose your spiritual belonging and how you evaluate a system. Rulers demanding that you move is merely a demonstration of coercive power, not legitimacy.

"It was decided by a vote."#

A single vote is a coarse signal bundling many policies, candidates, parties, and emotions. The victory of a candidate cannot identify support for or the effectiveness of individual policies. The existence of elections does not grant an exemption from policy evaluation.

"Without a state, there will be anarchy."#

We are not saying we will erase all functions overnight. We will unbundle security, authentication, insurance, settlement, and dispute resolution, and test one by one what requires coercion and what can be replaced by competition, autonomy, and technology. We reject the binary of "the state or anarchy."

"Are you denying love for land and hometowns?"#

We are not. Attachment to land, memories, culture, and human relationships is distinct from handing a blank check to city halls, councils, chambers of commerce, regulations, and taxation. An address is just your current location, not a proof of loyalty.

The First Three Experiments#

1. Universal Citizen Declaration v1: Draft a short declaration with no legal effect and a voluntary, non-exclusive, revocable participation agreement.
2. Universal Law Repository v1: Manage the first ten articles with Issues, change proposals, evidence, and deadlines.
3. Prototyping Universal Qualifications: Issue small proofs of capability, such as "Completed one policy evaluation article," complete with outcome URLs and third-party signatures.

We are not starting with currency. Bitcoin and Lightning are already operational; the unique value of the Universal Government lies in the design of philosophy, norms, evaluation, and trust.

Ideological References#

The philosophy of the Universal Government did not appear out of nowhere. It stands upon the lineage of the following political and economic philosophies that have been discussed over the years—sometimes overlapping, and sometimes intentionally diverging from them.

The Universal Government views the state's effective closure of the exit route as a critical problem, but does not believe "as long as you can exit, everything is fine." We value the indirect effect: having the right to exit ensures that one's voice is taken seriously.
• **Robert Nozick's Meta-Utopia from *Anarchy, State, and Utopia* (1974)**: A framework where instead of imposing a single ideal society, various utopias exist side-by-side and compete.
