Do Not Bundle Four Things Into One#
"I live in Chiba Prefecture." Originally, this sentence merely indicated a current location. However, under the system of territorial states, an address dictates an all-in-one package: administrative jurisdiction, local ordinances, public services, political participation, tax allocation, local community, and even spiritual allegiance.
At least four entirely different things are mixed in here.
- Attachment to the land — emotions tied to the scenery, memories, language, and human relationships.
- Legal jurisdiction — the laws and enforcement power actually executed in the current location.
- System enrollment — the service relationship involving administration, education, welfare, and insurance.
- Spiritual belonging — which community one considers oneself a member of.
These four may overlap, but they are not the same thing. A person who loves their hometown does not need to support every project of the prefectural government, and a person who obeys current laws does not need to swear allegiance to the governing apparatus.
You may not be able to choose your land, but you can choose your allegiance. Obedience can be forced, but belonging cannot.
What "If you don't like it, leave" is Hiding#
Telling someone who criticizes the system, "If you don't like it, move to a foreign country," is not an argument. Emigration requires capital, health, a job, family arrangements, and a visa. It makes the cost of exit extremely high, and then treats the failure to exit as consent.
If a corporation told dissatisfied users to abandon their entire living environment, we would suspect that corporation of monopoly. There is no reason to make an exception only for the government.
The exitability the Cosmic Government seeks is not limited to a massive, once-in-a-lifetime migration across borders. It is about choosing who issues your qualifications, without changing your address. Choosing your education provider. Choosing your payment method. Choosing your cultural community. Choosing the circuits through which you participate in policy evaluation. The more we unbundle the functions the state has tied together, the more "exit" becomes a small, everyday choice.
This is Not About Ignoring the Law#
Separating legal jurisdiction from spiritual belonging is not claiming that "the law does not exist." We recognize the reality of the enforcement power of the police, courts, and taxation. However, the fact that something can be enforced does not deduce that it is morally right, effective as policy, or worth the cost.
Effective control proves nothing more than effective control.
The concept of a Cosmic Citizen is neither the forgery of an official nationality nor an exemption from tax obligations. It is a spiritual self-definition that can be performed without asking the state for permission. It does not deny the belonging of others; it permits multiple affiliations or none at all, and can be retracted by the individual at any time.
Unbundling Administrative Monopoly, Not Erasing the Region#
Even if state functions are dismantled, the name, scenery, dialect, culture, and human connections of Chiba Prefecture will not vanish. Rather, we can separate our attachment to the region from a blank check given to an administrative organization.
A hundred years from now, "Chiba" may still exist. But living in Chiba does not have to mean signing a contract to buy education, welfare, qualifications, payment systems, and political participation all from the exact same institution.
Return the address to a current location. Return allegiance to the individual. The task of untangling the massive bundled package known as the state begins with this small separation.
